Last year, FA Palestine (PFA) demanded that FIFA suspended Israel in the annual Congress in Bangkok, Thailand because of the clubs in the West Bank, a problem that was first appointed by PFA 13 years ago. FIFA responded by assigning a legal review by independent experts, but the assessment and decision were postponed to enable Israel to compete in the Olympic Football Tournament in Paris, France.

The Amnesty Letter noted that “the current situation cannot be tolerated”, saying: “FIFA and UEFA relations with IFA – provide funds and allow the Israeli team to play in international tournaments, despite violating FIFA laws themselves – it means that FIFA and UEFA may also contribute to this violation.”

At the last FIFA Congress, in Luque, Paraguay, FIFA argued that they needed more legal advice about the settlement club in the West Bank.

Secretary General of the Organization Mattias Grindrom said the Audit and Governance Committee had “asked for expert reporting, including about territorial topics, to support their work.”

Callamard said: “There should be no place in football, or indeed in any sport, for clubs based in illegal settlements in the occupied Palestinian territory. Ifa contributes shamelessly to violations of Israel’s international law by providing sports and economic opportunities that help maintain, this illegal settlement.

“Football is not played in a vacancy. FIFA and UEFA must accept their responsibilities under international law and stop letting the national team and the Israeli club participate in international or European football until IFA suspended all clubs from illegal settlements.”
